If you carefully review the August intake thread you'll see that a good number of people from sept 16 were in that intake. Also take into account the candidates which are lost during medical(5-10%), fitness(on my day there were 8 no shows and 4 fails), vetting fails (very small number), vetting outstanding and dropouts which aren't accounted for in your OOM. there's a good few below our OOM waiting but i'm confident we should get a shot (Although don't take my word for it, everything I say is an educated guess) You do make some very valid points tho !
