Arklow Resolve

I pass over the Samuel Beckett Bridge on a very regular basis and I notice that the Arklow Resolve has been berthed at Sir John Rodgerson's Quay for the best part of a month now.
Appears to have cargo as it is low in the water and there are crew on board. Anyone know why it been placed there?
