Unless it's an ironic statement on arcade home builds, such as the examples posted here, that are made from poorly painted MDF and have control panels for parties of 8 and can be used as an auxiliary runway for Dublin airport.

I'm thinking that this happened in one of two ways,

Either this is a person who has never seen an actual arcade cabinet, and relied instead on a description, "It's a cabinet with a screen"

Or

He made it according to a set of plans but forgot to print out pages 13-15 for some reason.

If he lives in Hemsby he lives less than a mile from about 8 arcades, even thought there's not many decent machines in them anymore, there used to be dozens.*

*source: destination for holiday from about 1980 to 88 and then 2000 to present!
