No, I am saying you cannot say somebody is 'bluffing' without calling that bluff at some point.
You can argue back and forth about aspects all you want.
You can say somebody has been 'bluffing' if they have implemented it and it fails.

Syriza had a good plan to be fair. Having huge lumps of sovereign debt written off was never going to fly with the EU though. More like a wish list than economic policy.
