Bit harsh there Hens, the behaviour and general decorum and habits of the majority of the populace of an area is just as good an indicator of its status as the inanimate signs.

Young kids staying out late ,past 10 pm, later than they should be ,
Their parents maybe drinking or using drugs so they don,t care if their children make noise or annoy people living in the area ,
or hang around aimlessly on a street corner .
Young kids may be out late smoking or drinking in a field ,their parents do not seem to care .
Normal parents expect their children to be in at a certain time every night to do homework or go to sleep at a certain time.

You know it's a rough area when arguments/conversations are conducted by individuals as they walk down the road, on opposite sides of it (the road not the argument).
