Yes Luas is private company, they won tender to run the Luas for a set term, they must then reapply, potentially could lose the contract too meaning all staff let go.

Teachers and Gardai have low starting wages because their unions and existing colleagues shafted them big time a couple of years ago.

Starting pay for the bus drivers is OK, IMO. You need a living wage in Dublin and it is a stressful job. Drop the wages to €22K p.a. and you'll have a race to the bottom.

Having said that they are a fairly useless transport company for such a large city, there seems to be no punishment for useless or bad behaviour and low performance seems to be rewarded. The unions are also too protective and some of their demands are mad to put it mildly.

Jaysus, i have'nt received my pay rise since 2008, but i cant afford to go on strike!!!, problem with a lot of the unions is that those in the higher levels, the so called "champagne socialists", dont give a flying f*** about the lower paid workers (like meself) who are in a union....
