Does anyone know if it is possible to change course and still keep free fees if you pass first year? Obviously having enough points to do the ones you want to change to...
Either within DCU or changing to another Institution completely.

Only if you transfer into 2nd year of a new course. If you transfer into 1st year of any course, and you've already completed 1st year in another course, then you will have to pay fees for 1 year.
