    Is a border a line on map that just defines boundaries between countries/states or can a border be any boundary line on a map? i.e. county, city, constituency, province?

    Here's my guess for what it's worth.
    Countries, states and counties have borders - any other spatial division or sub division has a boundary.
    It is to do with jurisdiction both in terms of law and upkeep and repair.
