lock for plug socket?

anyone know of anything on the market that can be used to lock a plug socket, ie so that whatever is plugged into it cannot be switched either on or off (dependent on what is set). Ideally either locked with a key or a keypad.
Not sure if i'm making myself clear, I've tried to google it but not sure what to look for??

Do consider the potential hazards of not being able to quickly unplug something in a hurry though.
Does anyone know of anything in the regulations regarding using something like this?

In shops, cash registers, servers etc, usually have a lockable plug, plug looks like a normal one but you line it up with the socket at a 1/4 turn clockwise, plug it in then twist it 1/4 turn anti-clockwise. So the plug and socket and plug need to be sorced. Can't find a pic online sorry. I often had them installed on various sockets so they must have been cheap to source.
