No. Free delivery includes Ireland on anything marked as delivery included, it is on goods under the import tax limit shipped from the Channel Islands.

This is now £14.99 plus £1.29 delivery for anyone interested, bought a couple at £17.99 plus del and were great at that price thank to OP, but even cheaper now.

U3 should be fine (equivalent to V30). Next step up would be V60 and then V90 but imho not necessary for such application.
