I like how the medic/emergency guy got to the scene on a moped, not like there might be a rush or anything!

It can often be the quickest way around. With thousands of people watching, marshaling the race and tight access roads (if they're there) filled with people, bikes equipment a bike is often the fastest way around. You could say send a car up the track but with massive trucks whizzing around it it's more or less off limits.

With F1 tracks like Monaco or even purpose built tracks there can be problems with accessing parts of the track never mind the field beside the track.
