Drops, unpredictability etc are usually accounted for by CDMA cell breathing a well known effect on 3G networks. You have a signal one minute then next poof it's gone and you have to wait for a "while" until the cell becomes less congested.
The 70% thing is up to the operators their only obligation is to say "we have 70% of the country covered", you would think that Comreg would have mandated 95% or some such...as usual the cities will get covered and the more populated areas of Leinster and the "culchees" can move
