if not-why not? but all Euro (EC) ARE valid and in my experience Australian, NZ, RSA and others I've known about have not run into any trouble.....saving the greedy tolls how are foreign visitors ( tourists) expected to register disabled foe each individual toll collecting outfit? scandalous...cannot someone perrsuade them as do things to ensure disabled badges are valid for all tolls with one simply registration or none.
