    Wasn't there some new regs introduced last year in regards to the taxing of tractors and agri vehicles. I remember lads saying that it would put an end to leisure tings like tractor runs because lads wudnt want to be taxing and insuring vehicles theyd only be taking on the road for a few times a year. Ill try and find some links

    the declaring of cars/tractors off the road if they are not on it and some people had tractors in farm yards they never taxed or insured and if they were caught on the road with them they'd have to back tax them from when ever lst it was taxed which could have been 10yrs+ or more so 30,000 tractors showed up lst yr bcos of it.

    No, off the road vehicles are not counted.
