High Speed Wipers!

Citreon Berlingo 98, wipers will only work on high speed. Even when you press for window wash they wont work. I know this could be the motor, relay or the wiper arm but wondering which is the best to try first? Also where abouts the relay is in the van?:confused:

Don't know where to the relay is but I would start with the cheapest (presumably the relay)!
