My husband is buying a 2nd hand car today. He has travelled to Kildare from cork. He just rang to say the car hasn't been taxed since jan 2013. The person is selling car for a friend who has emigrated. So when change of ownership form comes & we go to tax the car who is liable for the other months with previous owner?

Nobody is liable. Once the car is signed into your husbands name, the car is taxable from the day he signs it. Old tax arrears are erased once the car is signed over.
