Dive Bottle question

Hello i have a 7 ltr 300 bar dive bottle , when i open the valve lightly the air is spitting out inconsistently its not coming out smooth . i got it filled the other day because i thought it was empty or running low to rule out this problem but its still the same , any ideas whats the problem , the bottle is a year old…
