Anybody else notice commercial vehicles in the Phoenix Park ?

These guys keep catching my attention but the Park rangers don't seem to give a toss. There are more and more all the time now using the Park with a large dollop of impunity. What's the point of having by-laws I wonder. Anybody else notice this trend ?
