    I thought the whole point of the web was that it was diffuse, numerous server nodes, ability to re route around damaged sectors etc?
    So sure, they can turn off the web in the States, but afaik not all world traffic is diverted through US property so I'm not sure how this would effect me emailing my cousin in France. Sure, might slow the rest of the world down as admins or whoever reroute around long used US terminals but it'd hardly "kill" the internet.

    I suppose the act would have control over the root routers over there. The routers here could have their ios and the relative ip routes changed so they wouldnt be accessing any servers in the states.

    Exactly; he could shut off american webservers and american access (at most). That said, without without american webservers the internet would be fairly boring i'd say.
