Trying to break into this guy's Focus ST170, but I can't get the damn lockshield off...

Well, no, but I am trying to strip the steering column off MY 2002 ST170, and there's a Lockshield around it, which the Haynes manual and my workshop software knows nothing about.
There look to be 4 rivet-like plugs around it. Its purpose seems to be to protect the wiring plugs, you can disconnect them, but not remove them with it in place.
Having the key in, and turning it doesn't appear to affect it.
I could cut it off with an angle grinder, but I don't want to destroy any other part of the column.
Should I drill out the rivets?
I'll try and post a photo later.

there was a similar post a couple of days ago about an fto. Most likely you are looking at shear bolts, where the head shears or breaks away at a certain torque.

Drill them out like rivets and replace

Well, they came out, it came off. Quite the deterrent, took a good 15/20 minutes. Even the Guards might get there before the yob got through it!

Diagram I worked from (mine only had 3 'rivets', and was Ford (re)branded).

New 2, 2.5, and 3mm bits needed now

Yeah, shamefully, my 4" angle grinder has been one of the unsung heros of my toolkit for this last gig!
