Ulster Bank & Personal Insolvency

Hi all, I was just wondering if anyone has experience with Ulster Bank and a Personal Insolvency Practioner. The fact that they were not bailled out by the Irish tax payer are they free to do as they please with people in mortgage arrears or have they done some deals through the Personal Insolvency service.
