Black spots in freezer

My freezer has been sitting idle for the past 3 months on minimum temperature. I will be putting it to full use soon but now there are black spots under the steel shelf. I can't get a cloth to the spots as this tray is fixed and won't move. Is there any spray I can apply to the spots to remove them or will I just pour hot…
