Hot Water/Combi Boiler/Thermostat Query

    Looking for a bit of guidance from some of the experts in here please..

    I live in an apartment with a combi-boiler (Immergas Zeus) connected to a Honeywell CM67 Thermostat. The boiler has a switch for hot water only or hot water + heating which I believe is standard on combi's.

    My problem is I cannot get hot water unless I have the thermostat demanding a higher temperature than ambient even with the boiler in the hot water only mode (i.e central heating off). Is this normal? I thought the idea of the combi-boiler was hot water on demand and it would automatically fire when it detects flow on the hot water circuit and be completely independent of the thermostat? Is this normal, or do I have a problem with my boiler/thermostat setup?
