Water Tap Alarm

Hi all With water charges beginning next October and 3 small kids who like to leave taps on (despite my best efforts to train them otherwise) I'm wondering if there is any alarm type device that could be fitted to individual taps to warn when a tap is on for longer that a set period of time?
