What is he entitled to please

A friend has lived and worked in Ireland for the past eight years. He is working now but only getting 16 hours per week. He worked full-time until about two years ago. He has being getting by on this up until now. He has a wife and daugter who want to come and live with him this year. What if anything would he be entitled to claim. They are from an EU country but as his wife hasn't worked in Ireland before I'm guessing she can't claim for herself? I've looked up citizens advice and to qualify for FIS it says he must earn 19 hours so that doesn't look like an option

I'm really confused as to what if anything he can claim. Any help really appreciated

Employment and Rent Supplement

You will not qualify for Rent Supplement if you are in full-time employment. That is, employment for 30 hours per week or more.

your friend can't go over 30 hours basically:)

he could apply for casual Jobseekers Allowance, and get paid for the days he is not working. He should have applied for Jobseekers benefit as soon as his hours were reduced. The allowance is means tested & he can claim for you aswell.

His hours were never reduced though. He took the job at 16 hours a week.

he can still apply for jobseekers allowance. he should go into the social welfare office as soon as possible
