    Can someone tell me what these animated "scrolling" pages are called and how I would go about creating one?

    They're called 'parallax scrolling' sites.

    They look quite cool, but I find them very frustrating when I'm on them.

    First time I've heard that parallax term. :) I agree they're not ideal for Web sites but may try to write a short set of step-by-step instructions using this technique. Going to experiment.

    A quick look at the source shows that the site you linked is using skrollr, available on github.

    There are a few more examples on his github too. If you come up with anything nice you should post it back up here. Personally, I think these effects are most effective when a certain degree of subtlety is used, that coffee one is just obnoxious IMO.
