So aparently it only failed on CO...

Limit Depend on year of Manufacture=
CO above 0.30% = Fail.

Was it fully serviced going into the test?

Normally for an aul VW failing on high CO
Stick in new spark plugs, air filters and do an oil service.
Get your ignition( for misfire) and crank case breather system checked.
Run a tank of petrol through with injector cleaner in it.
Then put dipetane in with the petrol for the test itself and drive it like it stolen to the test centre.

Should be about 150 for the full service and checking the few bits. Money you will get some of back with reduced fuel and oil consumption .

Ya drive the crap out of it! Local mechanic has been having the same problem lately with older petrols, had to bring a car for its NCT four times because it kept failing on the emissions. Tried everything but it eventually passed on the fifth attempt.
