N81 upgrade

While looking on the NRA website for the proposed upgrade to the N81 I was wondering why Kildare County Council are involved at all given that the road from Tallaght to Blessington does not enter Kildare!! Also can anyone explain what a constraints study involves...

There's a little bit of the road in Kildare between Blessington and Hollywood.

There's also an NRA regional design office in Naas. None in Wicklow.
