He licks happily like hes enjoying it and refuses to stop. Its very annoying. He has also always been a chewer. He likes to chew on our hands and feet and furniture. But I can understand that almost. The licking I dont understand!

If it's got to the stage where you can't manage it then you should rule out any medical reason with your vet and consult a good behaviourist for help.
