I'd recommend the alpine area of italy especially south Tyrol
Heres the tourist site for summer (as obviously now is all wintersports!)

one of the coolest things is the bike hire scheme in the Venosta valley. Obviously it slopes somewhat but thats no problem as you can get a train or bus to the top of the valley, pick up a bike and then cycle your way over the day down the valley (40/ 50km) at your leisure and drop it at any intermediate train station and hop on a train or bus back to where youre staying.
The bike trails are all marked and away from public roads mostly winding through orchards and along the river with bus and rail lines running paralell.
To get there Verona is nearest but Milan Bergamo, Milan proper or Venice arent so far away either and rail fares in Italy are fairly cheap with frequent services on the main lines. If you are hiring a car then you could fly to Munich or possibly just as handy Ryanair to Memmingen (Munich west!) which then would be a few hours of a trip through the alps on very scenic roads to get to the Venosta valley.
