There's an official "Visual editor" plugin for Eclipse.

Hmm, looks like the VE project had its funding cut, and the official version only works with Eclipse 3.2 and prior versions.

An unofficial effort to develop VE for Eclipse 3.3 (Europa) is here: http://www.ehecht.com/eclipse_ve/ve.html

There was a one called "jigloo" that I used before. I'm not sure if you can still get it. Google it anyway.

You can get all the plugins at http://www.eclipseplugincentral.com/ and jigloo appears to be there alright and its highly rated. i might give it a go

I used jigloo last year for my 3rd year project and loved it. Very quick and easy once you get used to it.

cloudgarden.net is their own site, i think.

If you download the extras in Eclipse 3.2 there is a GUI editor with drag drop. They are building it for the latest version (Europa) but last I checked a few weeks ago there was a bad bug so it was locked off until its fixed.

SwingDesigner and SWTDesigner from Instiations are pretty good.

I use the payware version. The freeware one is supposed to be fairly handy, but it might be a bit crippled for whatever it is you want it for.
