Luas is about 1KM and isn't really an walking option especially if you have heavy cases and elderly people or kids. Even with fares to it, you will need to get into the city to get it; allow €20 for the taxi fare in.

And coming from airport, the taxi seem to be the best option, Aircoach is not serving Citywest if i read the timetable correctly?

The closest airport bus link is the Airport Hopper to Tallaght; it will leave you requiring to get a taxi to finish off your trip. Closest city bus is a 69 but it is a long trip and it has an irregular timetable.

In your case, a taxi from the airport may well be the least expensive and undoubtedly the most hassle free option, that or a rental car.

Is there any shops where you can buy some drinks and snacks in Citywest (walking distance) or is it just an industrial area?

There is a fuel station 10 minutes walk away and a Dunnes supermarket about 2KM from the hotel. There are some shops within the campus but don't expect them to be open too late beyond office hours.
