Bubbling paint on pier

Just wondering why the paint is bubbling on the precast casting on top of the pier.I just put two coats on in in the past few days, and already its bubbling.Is there a product that needs to be put on before the paint? Pic below. link

What kind of paint and what consistency are you applying it at?
Could be that it was too thick and the heat has bubbled it up.

Some of the paint was after coming off it before it was done.I didn't put it on too thick I think because I was running a bit low on it and so was spreading it out a bit.Quiet possibly the heat, yeah.Thanks folks.
