What's the cheapest way to get foreign currency?

I know that in the past Credit card withdrawals from ATMs abroad were the best value. But does the same apply to these Visa debit cards that we all now have? Or are they more like an old ATM card, rather than a Visa card? What about the post office, are its rates among the best?

Post office rates are not the best. Plus they one sell USD or GBP. The best rates are from a main bank and using a student account to buy the FX. You dont pay any commission.
