So a lil bit of confusion at the red cow it seems, so if you take the road towards the N7 past the old roundabout and keep in the right hand lane and go towards the city, you finish the turn, but then the lights are red. One light on each side of the road. Because the turn is finished before the lights (as in you go straight for a tiny bit before you come to the lights), it appears that you have to stop before going in that lane. Should these lights not be further back as I've seen cars stop when they have just got a green to go right?

Yeah, well, either from the road with McDonalds and the garage on it, or from M50 northbound slip exit, the next set of lights after the lights that go red to let the Luas Park and riders cross the road.

If you think this is dangerous, talk to the engineers or the Garda.
