    Do I need to apply a stabilizer if the old paintwork is softened with age and dampness?

    I realise that when I have patches that are just bare rendering that the stabilizer needs to be used but what about if the paintwork (after scraping) is intact but spongey?

    Would the stabilizer lock in the dampness?
