Is there a known date for when the last frost will be? Just asking because on some sowing instructions it says to sow indoors x amount of time before the last frost

Technically you can get a frost in this country any month of the year and has know to occur sometimes in our summer months.
However this would be in an extreme case and depending on where you are.
The month of May would be considered to be the last month with a re-occuring frost over a consectutive night after this the atmosphere will be in an advance warming stage so frost will be unlikely.

Would end of March be a good bet for coastal counties?

End of april for bang on coastal locations, but if on elevated land a different story but seriously this is a difficult question to answer as there is so many fickle ways in weather.
