    The English are the real terrorists. The IRA, Hamas, Al Queda etc are freedom fighters.

    What a very unsatisfactory definition of a "terrorist". When did the IRA "deliberately target civilians", assuming by civilians you mean non-participants in the conflict? Be careful now. They've certainly targeted economic infrastructure and civilians have suffered, but that's not the same as them "targeting civilians". If to you it is, then the British have similarly "targeted civilians" in their attacks on targets in civilian areas in Iraq and Afghanistan.

    I am curious. What is the military function of Canary Wharf or Manchester city center which removes them from the ' civilian' classification, and what would be the associated economic infrastructure facilities targeted by Coalition forces in Afghanistan or Iraq with no military purpose?

    if a non state actor does it, yes.

    If a state does it, it's collateral damage. this is how Obama enthusiasts justify the many civilian dead in drone attacks.

    I wouldn't have thought so.

    You might be able to make an argument about unlawful excessiveness, but as long as the objective was military, I don't see how 'terrorism' could be applied.
