Wearing a seatbelt - who's responsibility?

    When carring passengers who are aged 17 years or more the responsibility for wearing a seat-belt is...
    - on the driver
    - on the passengers
    - on both the drivers and the passengers


    My theory testing CD says "on the passengers" but I'm sure I heard something recently about it being the driver who got points for it?

    Can anyone confirm ?

    I think the driver gets points, but I wouldn't be sure

    The answer they are looking of is "passenger" - if the passenger is caught without a seatbelt, it is they how get the penalty points (even if they don't have a licence).

    However any good driver would ensure his passengers wear their seatbelts.
