I see from the 25'' Inch Historical Map of Dublin that the Navan Road was called Windy Harbour, does anyone know the origin of this name?

It refers to a shelter for travellers on the road. [FONT=Verdana, Arial, Helvetica, sans-serif]Spelt hereberwe in Middle English, the word is cognate with modern German Herberge, which means an inn or shelter as does the French auberge.

Yes, it is near Dundrum. In Irish it is Na Glasáin – Glasán is a finch, a bird likely to be found in arbours or any well-wooded area. Geographically Windy Arbour is in a valley with a stream at the bottom (tributary of the Dodder); guessing, it probably derives from a wind blowing down that valley. Lots of windy places here, Gweesaile, Gweedore, etc.
How about erber, from Old French herbier, from Latin herba grass

In England, places with the name Windy Arbour seem to be associated with Roman roads, but that can't be the case in Ireland, unless they snuck one in and no-one kept a record of it.

Perhaps certain families in Wicklow had other, less well known interests in the county before their current, more familiar ventures. I'm thinking - Fusco, Caprani, Borza and Macari

The area in Dundrum was Windy Harbour in c.1840 and the 'H' had been dropped by c.1890.
No particularly straight road there - well, not as curiously straight as one or two in Wicklow anyway.
