Our perception of the pitch(?) of a sound is based on the wavelength of that sound. When a fast car passes us, especially at speed, we notice a change in the pitch of the sound, because the wavelength changes (from being compressed to being stretched).

Our perception of the colour of light is based on the wavelength of the light. This car is travelling so fast that the wavelength changes, so the apparent colour changes. However, we know that the car is travelling at less than the speed of light, because the pedestrian sees it coming.

The Stig is in there to give us a visual clue that the car is being driven very fast. (In addition to appearing shortened)
