effect=cause or produce, affect=have an influence or pretend. Think it's effect you want here and mostly no they can't. EU parliament votes tend to be in blocks and on EU legislation or on the commission. Any changes usually come out of government lobbying and deal-making before agreements.

Cant see Ming getting a big vote this time around people have copped on to him,He has done absolutely nothing since he got in.
