Would a person who completed their leaving cert but didn't fulfill the minimum requirement for Irish (O6/H7), but then completed a Level 7 degree, be eligible for advanced entry into a level 8 course at one of the NUI's?

When it comes to advanced entry or entry via further education it is course provider specific. As in the rules will vary by institution, department and course. So you should contact the admissions office of your prospective course. But generally if you apply via the further education route, or as a mature student if you’re over 23, I don’t think it matters what you got in your LC. It will matter though if a course has a specific requirement for Irish e.g Primary Teaching, a degree in or taught through Irish etc.
