recommendations for hole punch with heat sealing

can anyone recommend a tool that will punch through 4mm polypropalene webbing but also combines heat that seals the hole edges. soldering iron isn't ideal solution and I'm sure there is a more refined approach. thanks in advance for any suggestions.
