Grand Canal dock

Hi - just looking for confirmation that the Grand Canal Dock in Dublin is open to the public, i.e. it's ok to bring along kayak/SUP etc and launch from around Surf Dock?

I have been doing that for the past couple months. I don't get in at the surf dock though as I found that it's often locked up in the evening times when I want to go. I usually go to this spot and get in just beside the lock gates where there are steps down to the water
