Been bothered about this for a while now,
    But here we go.

Ground is being cleared for a new building project in Celbridge,
In field at junction of Oldtown road and Shackleton/Clane road.

However, there are a few known items of archaeological interest very nearby.

If I remember correctly there may be a Norman drainage/field system in this very area,
But the building is already underway.

How can KCC grant planning permission for areas like this?

Have you checked the planning conditions on the KCC website? They can be hard to find but if you know the location you may be able to find it, there should also be a notice posted on the site itself.

If it's a large development in the vicinity of known archaeological monuments there should be a condition for archaeological testing, monitoring etc included in the planning conditions. Some of this work may already have taken place or if the site is only being cleared, might be about to commence. A call to KCC might be the fastest way to find out the situation. However, possible sub-surface archaeological remains will rarely if ever stop a development.
