Thus plant is in a pot last 3 years, has never thrived. Anyone know what it is and why all the rust?

Never flowered or grew that much, great colour from a distance during winter but rusty during summer

Looks like Adam's Needle, if it is it's very slow growing so 3 years isn't too long to wait for flowers.
As for the brown spot, where is it positioned and how much water do you give it?
They are fairly maintenance free so need little water or feeding, overwatering can result in browning or fungal problems, they also like full sun and soil that has low nutrition.

Agree with Irushe, seems to be a yucca (filimentosa?)/Adams Needle. One of those plants that thrive on neglect - just leave it alone, don't feed or water but make sure it gets as much sun as you can give it. I have one for years and it hasn't flowered yet - a mature plant will flower almost every year, but they need patience. You can lightly trim the points with a sharp scissors if they are intruding on a path, patio etc, just don't cut into the flesh of the leaves.

    That's it alright, thanks.

It is in a large cement pot, well drained, feed it once every Summer, perhaps over water it. Might stop watering it and see what happens.
