Cold Exterior Walls & Mould

So I was over at my brother's, and noticed that there was mould on the backs of kitchen cabinets.

It's a semi-d house, with the kitchen cabinets on the gable end wall. The wall gets cold and I understand it's a cavity wall without insulation.

My thinking, is that the warm air meets the cold wall and condensation build and thus mould, as the ventilation is poor.

Would getting cavity wall pumped with insulation & installation of vents, help with the situation as mentioned above?
