On July 4th at 1am I paid a toll for a friend's car but typo'd the registration number

Payment Reference Number:	228681771

He got a notice and paid the penalty toll of €6 himself

Code:

Payment Number: 140501017
Payment Reference Number: 230853951

Can my payment be changed to his registration and his payment refunded?
