Third Level Entry Requirements

In Ireland we have plenty of institutions offering Level 8 courses.
How come the basic entry requirements vary so much? Even in the same institution.

    For instance in UCC
Level 8 Engineering needs 6 LC subjects to include Irish, English, Maths and a Lab subject. Other courses in UCC can ask for a third language.

The ITs ask for 6 LC subjects to include Irish OR English, and Maths

UL asks for 6 LC subjects to include English, Irish OR a third language, and Maths.

    TCD has different criteria again.

I'm not talking about specialist requirements such as H3 Chemistry for Medicine, or H4 Maths for Engineering. I'm just asking why is there a need for so many different general requirements?? It seems like it only adds confusion to the whole process.
